5 India's energy demand is projected to grow
significantly in the coming decades, potentially
at a rate higher than the global average. With
crude oil import dependence exceeding 88% in
2024–25, the need to bolster domestic energy
production is both urgent and strategic.
To address this, India must target a quantum
India’s jump in domestic crude oil output by:
Adding incremental production through

Hydrocarbon expansion of improved and enhanced oil
recovery (IOR/EOR) projects to newer areas/
fields.
Reserves 2. Adding incremental water injection volume
& Resources to target voidage replacement ratio of 1.2 in
mature fields through conversion of oil wells
to injectors as well as drilling of new injection
wells if required,
3. Optimizing artificial lift performance
through improved design, mode change
and uptime as necessary.
4. Optimizing well spacing through drilling
of more infill/replacement wells (producers
and injectors) in area/fields as necessary.
5. Reviving non-flowing or marginal wells in a
time-bound manner to increase near-term
production.
6. Use of new technology in selected wells/
fields with a potential to increase production/
injection rate per well such as drilling of a
few large RAC (Reservoir Area Contact) wells.
7. Grant of PML extension to operators should
be based on the concrete efforts by the
operator to achieve committed production
